Is it okay to privately discuss your concerns with a senior member of staff

before whistleblowing? I've a friend who's the claimant in an upcoming employment tribunal. He got dismissed for what he believes was making a disclosure in the public interest (whistleblowing). He spoke privately to a senior member of staff that he thought he could trust regarding his concerns and asked for advice on how best to bring them to light. The senior staff member assured him he would give his concerns some thought and get back to him on the best course of action to take. Their conversation took place away from the workplace and outside working hours.

Instead, a few days later the senior went directly to the company manager and relayed incorrect information. As a result, my friend got called into an official meeting with the manager and assistant manager and was pressured into giving a full disclosure.

My friend wants to know if it was okay for him to discuss his concerns with a senior member of staff first. Anyone able to help with this? Also, I'm wondering who would be classed as the whistleblower here - my friend (in part to the senior and in full to the managers) or the senior who broke his trust (bearing in mind the information the senior disclosed wasn't what my friend had said to them)?
