Yes, it is normal. Puberty can start to happen from the ages of 9 to 16. My recommendation, is if it's moderate or worse, is to go to a Dermotologist. I'd also recommend against using any harsh acne cleansers, since when younger your skin is also very sensitive, and you don't want to make it worse in the long run. Try some mild cleansers, or natural cleanser treatment. And while many people say diet doesn't play a role in acne - it does indirectly. Most of acne is caused by hormones (puberty starting), but through diet and proper facial hygine it can be controlled. Diet matters because all the extra toxins and waste you're putting in your body from sodas, junk-food, etc, has to be filtered out of the body - therefore putting extra work on your liver, causing some toxins to be flushed out via the skin. Drinking lots and lots of water is a good start, I definelty notice a difference when drinking lots of water vs drinking soda and things like that.
