Is it normal for an online chat convo to just 'die' ?

because someone doesn't bother to respond? Is it cos they're lazy? Or really crap at conversing online? or chatting to many people? What is it?
It happens a lot with one particular person..what's going on?!
I think this behaviour is rude!
