Me and another driver were exiting the freeway at night, the driver in front didn't have brake lights on, looked to the left to see what was there, no cars, look ahead and I hit the other driver. I assumed she would move on and she had no brake lights and had signal lights on. Only scratches to the other car, front end of my car smashed. Other driver kept saying "sorry" and "I just learned", wasn't her car. Took pictures, insurance, other stuff. Am I at fault?
Is it my fault if I rear-end, but with different cause?
