Is it legal to use cellphone jammer in Ontario, Canada?

Hi, I saw interesting news from CNN. We can buy a cellphone jammer those days but I am just wondering if it is legal to buy or use in Ontario, Canada. Many thanks in advance!!!!!
 
I AM GUESSING NO....THE ONLY USE FOR SUCH A CONTRAPTION IS TO JAM ALARMS THAT MAY BE ON A CELL PHONE OR POLICE CELLS.......SO IT IS A TOOL USED TO PROCURE A CRIME.
