No motor vehicle is allowed on public roads or public accessible parking lots without being properly registered. A gas powered mini bike does not meet the legal codes to be registered for the street. Thus a gas powered mini bike is illegal on any road in the U.S.. Period.
No one is allowed to operate a motor vehicle on any public road without being duly licensed to operate that class of motor vehicle. As far as I know, the minimum age for a license anywhere in the U.S. is 16. Thus no one under 16 may operate a gas mini bike on any road in the U.S.. Period.
There is a minuscule chance that I am wrong. Check your State's Motor Vehicle Code.
NO! Those are not street legal in any way, shape, fashion, or form. I don't know why people are under the impression they can. You can on your private property only.
