Is it legal to ride a bike on the beaches in outer banks?

Ive seen people ride their bikes on the sand in outer banks (Kill Devil Hills and Nags Head), and I have noticed that the sand on the beach is hard enough for a bike to be ridden on top of it. Is their any laws that restrict people from riding bikes on the beach or is it allowed?
