Is it legal to let your young children ride their bikes in the street?

My neighbor with too many kids than they can handle let their kids ride their bikes in the street. Granted its not the main road but there are teenage drivers speeding every so often. Its not like the little helmets they wear are going to protect them if they're hit.

It beats me why the stay at home mother won't just take them to the bike path 1/2 mile up the street......I guess she's just too lazy.

I almost hit one of them backing out of my drive way and mom was no where to be found. I told them to get out of the street, stay on the side walks and tell mom to get out here and watch you.
 
if the kids are old enough, they need to be out on their own and play like normal kids and you need to mind your business :) but theres no way its illegal. if the kids are 3 months old, call social services, or you could just be less lazy and look at the road before you back out your car.

i know you are in the Us but here in Australia they prefer people to cycle on the road, on a normal footpath(sidewalk) bikes are not allowed to be ridden. We have cycle paths and cycle lanes.

I would have a chat to this parent and try to educate her that it is unsafe for her children to be unsupervised riding on the road when they are young.
