Is it legal to give out a parking ticket without marking a car?

I got a ticket for over parking time recently that I believe was an unlawful one. I parked on a time metered street which was 2 hours. I parked at 2:30 and went back to check on my car at 4:00. There was no mark on the car so I left the car there thinking that it was safe. I know I was in my spot for longer than it should have but because there was no mark on my tire I had decided to leave my car where it was at. Then I got out at 5:20, where I found a mark and a ticket.

I don't have any evidence that there wasn't a mark on my car except my voice, so first off, is it legal to give tickets without having the car chalked first? Second is there any law or code that state the details of over parking time regulations or anything like that. I want to take the thing to Cort because even though its not an expensive ticket I felt that the police department was wrong in giving me that ticket. By the way this happened at Purdue University but it was a Lafayette ticket.

I nstead of chalk a stone placed on the wheel if it is still there when it is rechecked means the car has not moved

If you parked at 2:30, and returned to get your car at 5:20, that's more than 2 hours. What are you disputing? You parked for longer than the allotted time. You deserve the ticket.
 
There is no law that states an individual's car must be marked. If the officer can claim you were parked there for longer than two hours, it's their word against yours. You admit here you were parked there for nearly 3 hours, which is far beyond the 2 hours allowed. It wasn't unlawful and it wasn't wrong. You will be held responsible for the ticket. If Purdue University is in Lafayette or Lafayette is contracted in by Purdue, they have jurisdiction to give out tickets.
