without a liquor license? My friends and i opened a restaurant together in pittsburgh, and we need a liquor license. We're in the process of obtaining one, but until we get one, would it be technically legal for us to give away complimentary beer or shots? If this is illegal, what are the repercussions? also, if it is legal, could you give me some type of source to see for myself?
