Is it legal for school board to give preference for Pre-K registration to

their employee's children? Ok, so my child will be old enough for pre-k this coming year and I was checking into how to register him for pre-k. I go to the website for pre-k registration for my school district and evidently contrary to my belief, school is not a guaranteed right for everyone. Evidently they only have so many seats and you are required to register for a lottery drawing and they draw until they have enough children to fill the seats. Well that was bad enough, but the first line on the website says that Children of the Board of Education employees will be given priority. I emailed the administrator to ask about this ans she said that this was due to the furlough's and things the teachers had to go through in the past few years and I'm thinking like everyone else hasn't been going through stuff. Anyway though my question is, Is this legal? I don't see how they can give their employees priority over the rest of the students in the district when school is supposed to be a right for everyone.
