Is it legal for a police officer to 'camp' in a driveway and pull someone over.?

I have a friend that was driving a road and he was pulled over by a police officer that had been hidden in a driveway, I heard by many people that this is illegal on his part for tress-passing. Is this true?

I'm not saying that I want revenge, I just want to know if it was lawful. Also thanks for the information!
