Is it legal for a manager to discuss employees medical history?

I recently informed my manager that I would need time off for a surgery. I explained to her on two separate occasions that I wanted it to remain between her and I and it was important it remained private. If any of the other employees asked where I was, "I was taking time to spend with my family for the holidays." The day after my surgery a co-worker called me to ask me if it was true that I had surgery and how I was doing. Within three days, the whole staff knew. When I called to confront my manager she blew me off like she didn't see anything wrong with telling everyone my private medical information. What can I do?
