Is it legal for a car dealership to sell a car for 10 times the book value?

I bought a 99 oldsmobile which the book value for this car is $1900 i come to find out. This dealership fiance me this same car for $16000. I already given them $5000. The car now has been total out. The insurance company gave them the book value. But the remaining balance is on my credict.
