Is it illegal to put unregistered plates on a car?

My friend is trying to sell her car
She had someone who was interested
He hasn't bought the car yet, but they're dating and he put his old plates from his old car on to the car she's selling him...
Is it illegal? He said he has thirty days... or something...

We live in Nevada if laws differ from state to state
