Is it illegal to not get my car fixed?

So the other day I was parking my car and I bumped the side of my car (99 4-runner) against a double cab tundra .....basically his car was so big his bumper hit the side of my car and rubbed some paint off on the back passanger side door and left a dent maybe the diameter and thickness of a quarter (if laid down flat).....

so basically it is a tiny tiny tiny dent on the bottom of my door, some paint is rubber on to my car, there is a tiny bit of paint rubbed off, nothing down to the metal...and one screw from this panel is missing but it has always been and I can just find another and tighten it all up.....

all in all i think it is a repair project of less than 2 hours if i want to do quality work and the insurance company is quoting me a 900 dollar repair price at some local body shop for half a day of work...

I know i have the right to shop around for who I want to fix it but do I even have to get it professionally fixed? Can't I just do it myself?
All the doors work properly, don't even stick because of the dent. The car can drive fine. The collision was at maybe 1 mph. Everything seems to be cosmetic and I don't want to pay the 500 deductible.
