Is it illegal to express the desire to kill someone?

I know its very illegal to say something like: "I'm going to kill you"

but what if you said: "I really want to kill you"

btw, i am not planning on doing anything illegal. the thought of a situation like this just popped into my mind
then what is the degree that a phrase like that becomes legal?

e.g. "do you want me to kill you" etc.)
