I think in the UK it used to be, probably still is ( I remember a friend of mine who bought a bottle of wine for either himself and his buddies or parents in the UK at age 9,but he did not like wine then or now. --no guns though not even for the bobbies. IN the USA no wine beer or spirits until you're 21 nationwide,since the Reagan administration ( and let's not forget Nancy's "effective"" just say no." campaign)--guns? It's the OK Corral here, where people shoot the wrong people all the time including the cops..
