Is it illegal for a neighbor to have an unkept yard and who do you complain to?

I live in North hills CA in a quiet cul-de-sac. there is one home who has a really messy yard over grown weeds two cars that haven't been driven probably for 10 years (quessing) The house roof is covered by tarps i'm guessing from a leaky roof its just an eye sore for the while neighborhood. Who or what can be done about this house. By the way i have never even seen anyone who lives there my guess is that they just stay inside the house.
 
they can be fined and given a time to clean up the mess and if they dont comply in the time period they will have to go to court. call the city and file a complaint- a house like that brings down property values. where i live if your grass gets too high you receive a warning from the city if you ignore it they come out and mow your grass and bill you 350 dollars.
 
Is there no neighborhood association to which to address your query? Perhaps you could speak to your town health department about it; residents of the house might need some assistance. And since you don't see anyone coming or going, perhaps it is abandoned, and the town could seize it and demolish it...
