is it illegal california law for minors to have sex?

i have a friend who is 14 and she had sex w/
a 16 year old guy and her parents just found out
now they want to report him to the police and stuff.
but he didnt rape her or anything they both wanted to
do it.
i was just wondering is that illegal in california or
it doesnt matter?
 
When you are a minor it is illegal to have sex. Period end of story. If two minors have sex they can both be charged with having sex with a minor, but in most cases only the male is charged. It can lead to jail time, and it has.

There was a case not to long ago where a 17 year old boy had sex with his 16 year old girlfriend, I beleive he was given 5 years. But this is an extreme case, usually it is just a wrist slap. but depending on how far the case goes, if it goes at all, he could be forced to register as a sexual offender.

What she wanted is not considered relevant, under the law a 14 year old is incapable of knowing what she wants. If is reported to the police the process starts and only the D.A. or a judge can stop it.
