Is it harassment if a coworker complains about another coworker for not doing...

...his or her job? At work, I share a desk with another associate. I do my daily tasks everyday but my associate does not. We already had a meeting with several managers and we came to the conclusion that she had to do her work. However, it seems like it didn't register through her head. They said if I had any problems with her, then just tell a manager.

Today, i go to work and she hasn't done her work in 4 days. It's piling up. I told a manager and he went up to her and she basically blew up. She went to another manager and asked:

"Is (me) complaining about her when she's not complaining about (me) harassment?"

The manager said "Yes" it is.

Is that true?
