A few days ago, we had a monster storm in Bakersfield that consisted of continuous rain for days. Streets were closed due 2 floodin'. Sandbags were in high demand. & the nearby town of Lamont had flooding so serious that one creek overflowed & required new pumps. I then read in my paper about how it's an engineerin' oversight to build sumps at higher elevations; I'd assume there was disregard to carve away enough depth 2 get more sump capacity. I would assume that the usual red tape is the cause of ineffective sumps during flooding. But do any of u have a more engineering-related answer?
