Is it dangerous to have texas holey rocks in the ocean?

-do they already have texas holey rocks in the ocean?
-if not, then shouldnt they put it in since those rocks can raise the ph since the oceans ph is lowering?
-if they do have it in the ocean, then why isnt the ph getting higher?
