Is it better to paint over wall paper, or have it removed?

I'm moving into a rental with absolutely terrible wall paper. It's got rabbits, carrots and onions on it. No joke! Not cute bunnies, hares with big long legs! And it's pretty dirty.

The landlord said I could change it if I wanted, but I don't have much money or much know how. I do have a lot of time.
Would painting over it have any effect?
Would removing it by myself just be a pain in the rear? How much do professional removals usually cost?
