I bought an item on ebay which was described as in "excellent working order". I paid by Paypal but when I received the item it is in appalling order and almost doesn't work at all! I have emailed the seller 3 times since receiving the item and she is not replying (though we did have email comms before I received the item). This morning I emailed her asking her to reply today or I would raise a dispute. Obviously I want a refund as the item is virtually useless. Is it better to raise a dispute on ebay or Paypal and what is the difference?
