Is it best to build a bike up or just buy a worse one?

im deciding weather to build a bike up or to buy one that will be worse. if i buy one i cannot afford to spend more than 300 for a used one however if i build one i can buy a good frame and put it on an old bike then i can gradualy buy better parts for it by saving up. probably totaling 500 quid i want a used bike though cos itl be cheap
