nope, while it maybe bad business it's legal. It would need to be a condition of buying the car. When you looked at the car and test drove it you would have needed to tell them then you wanted new tires at the time of perches. they most likely would have done it. Even if the car is brand new you bought the car in the condition you test dove it in. If you want new tires you'll need to buy them.
