Is It Against The Law To Flash Lights To Warn Speeders?

Is it against the to flash your lights to warn drivers in the opposite direction that the police are near pulling over people for speeding?

A man flashed his lights recently, all the drivers slowed down, and later down the road sure enough the police were staked out there looking for speeders. So, could the guy who flashed the lights have gotten in trouble if another police officer witnessed this?
 
The police officer can't prove why a driver flashes his lights.

For all he knows, the driver could be "testing them or I did it accidentally". That's all I would say if I were pulled over for flashing mine.
