Is it a job requirement to be rude and obnoxious to work at a Social Security office?

My Grandmother's sister died and we went up to the local Social Security office to get some info. They were the rudest people I have ever met. They talked down to my Grandmother and acted as if I wasn't there. It was almost like they were mad that we interrupted their day and made them work. Is there anyway to report these unprofessional people?
