Is is oil pump going out on my 1992 Buick Roadmaster?

My 1992 roadmaster limited oil gage on the dash drops to zero when my foot is not on the accelerator. When it is on the accelerator it goes up to 20 my red oil light indicator also comes on when it is at zero (duh!). Now when i crank it white smoke comes out just at cranking, then it stops. I need to know if this is my oil pump going out and if so do I have to raise the motor to get to it.

P.S. please answer only if you know what your talking about.
