No. They should be paying you. Is this a vanity publisher who charges to print your book?
 
And what exactly is a "participation" fee? You shouldn't be paying a publisher. Research the publisher further before you go ahead and sign any agreements or contracts.
 
Legitimate, yes. But proper...no.

If you are an aspiring writer, find an agent or send your manuscript to a major publisher.

Depending on the genre, there are any number of smaller publishing companies who could help you.

Don't pay to have your book printed or evaluated. It's a rip-off.
 
Don't do it...I had a friend who payed a company $1400...after it was all over they wanted him to pay for copies of his own book and then got a $14 check...they didn't market him or anything...take any money you would give to a publisher and self-publish or invest in stamps and send to publishers that will help you...go to the library find the same kind of book and find their publisher
