Is is against the law if....?

the law can't find out unless she tells someone, and even then depending on where you live you are both minors (nothing will happen), you could have sex and no one would know!!! but don't, not until you're ready. unless you were 18 and she was 16 or 17, then she could tell the law about you touching her THEN you could get in trouble.
 
Is it against the law if me (17 years old) and my girlfriend (Under 16 years old) are to rub each others genitals on top of our clothes??

can the law do anything if they are to find out??

unless she is 13 you should be safe til you turn 18....after that id find an older girlfriend
