It's a cartoon charecter that has an intent for entertainment that's it! I work for the public school system and it baffles me how many parents overthink things like this. It is just a mural. Is he peeing on someone? Stomping on books? Shooting a gun?
I am sure your school did not spend thousands of dollars to make a mural to disenfranchise the learning environment. Are you a PTA member, a school site council member? Chances are one of those parent groups helped fund this (schools have catogorical funds they can't use for murals and such). So if one of your parent groups approved it and you dont like it, I sggest getting involved next year so you can have a say..

unless hes smoking, giving you the finger or in the middle of a gangbang, leave it up there, theres nothing wrong with a cartoon cat. + stop looking for problems where there are none
