Is Ecclesiastical Law applied to individuals?

Canon law is simply a framework within which the Church may live and breathe, and address the problems of our current age to lay and clergy alike.

There's a book out, through Amazon called "Surprised by Canon Law, 101 Questions & Answers" Buy it if you can.
