I'm taking care of an abandoned cat and I shared a can of fish I got at the store with it thinking it may be a treat and after he filled up, wanted to run outside in the cold , tail wagging and all. Usually it just wants to lay around after I give him a treat other than cat food.

We have had many cats over the years. Some loved fish, some just liked it and others wouldn't touch it. If the cat had just been getting a plain, uninteresting diet, the fish may have seemed like a special treat and he was thrilled to taste it. Contrary to popular belief fish is not a standard part of a cat's diet unless they live with people.
It's the same as when you eat something you really like. You feel like doing things instead of just sitting around.
