Is driftwood supposed to sit at the bottom of the fish tank?

I have this fairly large piece of drift wood that I got when I purchased the tank from its previous owner. It has a flat piece then the wood part sticking out. Is it supposed to sit at the bottom or am I supposed to put the flat part at the top and let it float? Because I put it in my new tank (that doesnt have fish in it yet) and its semi floating. I say semi because it can only float so much because I put the lid back on the tank.
 
The reason it has that flat part on the bottom is because you place that on the bottom of the tank and then put rocks and gravel around it to keep it down. You can buy driftwood that sinks and its Natural and has no plates on it but it will cost ya. Its called Malaysian driftwood. I have it in all my tanks. Good Luck

let it soak for a while. once it's become waterlogged it will sink to the bottom of the tank and you can arrange it however you please. if you want to you could tie it to something or put rocks or slate on top (if you have any that are safe for your aquarium, i don't mean you can just grab some from your backyard lol) to hold it down temporarily.
