Is data plan required to activate a HTC XV6900 even for just texting and phone calls?

I am thinking about purchasing a HTC Touch XV6900 for Verizon Wireless and some have me told that a data plan is required and some have said it is not. I am planning to use the phone for just phone calls and texting at the moment. Can someone just clarify whether or not i need a data plan to activate the HTC XV6900 for Verizon ?
