Is cycling NECESSARY for one Betta?

I am planning to keep only 1 male betta(and no other fish) in a 10 gallon tank. It will have 2 filters(1 homemade and 1 store-bought), 1 heater, clean gravel, plants(live or plastic), 1 gravel vacuum, and I will feed the betta pellets. I will add aquarium salt, water conditioner, Stress Zyme(which is basically millions of live beneficial bacteria in a bottle), and a bunch of other good additives to benefit my betta(you name it). I will do weekly water changes and spend a lot of attention on it.

So....Is it absolutely necessary for me to still cycle the tank?
I heard it can be a VERY long process and frankly I don't have the money(and patience) to buy test kits and wait for the tank to cycle...
