...art..ect..? PLEASE ANSWER. 10 pts? Is it worth the expense? I'm a beginner... i want to learn the whole"layers" scene to color line art without going over the lines.. when i see artworks from others, it's like a full blown painting kind of thing.. real advanced, I'm more simple than that, but I want powerful tools as well.

Best answer WILL recieve 10 pts. I promise.

Photoshop elements? Which version? Aiiie! There are so many!
I'm a student, so I get a discount.. but not with Photoshop, even still.. I do get a discount, but it's too expensive.

The Corel applications are very good programs. Photoshop and Illustrator are knee-jerk answers to "what's the best software for creating art?" but Corel makes a good program as well. I think it would be worth the money. You'll find all sorts of cool things you can do with the program once you play around in it for a while.

I highly suggest getting a Wacom tablet or similar product if you don't already have one. I'm a graphic designer and I've used them before. I almost feel like I can't work on the computer at all without a tablet. I'm so much faster with one, especially in the designing programs.
