Is Colored plastic Toxic to fish?

So I saw this "How Too" about making cheap fish tank dividers. Now I was wondering if the plastic Report Binder strips would be Toxic. I want to say I read someplace that colored plastic contains toxins.

Here's the link so you can see what I'm talking about http://www.fishforum.com/diy-aquarium/diy-aquarium-tank-dividers-21866/

Note: I know how to make the larger Dividers for Larger Cichlids, but this needs to be smaller for a pair of dwarf double reds. (Apistogramma cacatuoides)
Ya thats kinda the thing, those fish store tank dividers are like $20 more then I want to spend. I can buy them thier own 10 gallon and heater for that price. I just want to use a tank I already have and save the room.

It may be toxic if its happend to other people, as in the site you read? Try washing it with chlorine and washing it very thouroughly after you use the chlorine because it kills fish but also kills the toxins in the coloring. (The coloring might go away)
