Is anger management a mental illness (Please help)?

Or whatever that means.
Right now I have a family member who gets angry at almost everything -- as long as he doesn't get what he wants. At first I thought it was him being a kid but as he got older it's getting worse and worse ranging from:
Hitting to screaming and throwing stuff in the air (ruining things). This has caused our whole family trouble and is ruining family relationship.
It gets worse when he plays xbox. If he loses he will scream and throw stuff and blame it on the person nearest him. He will then speak in vulgar language. When trying to ban him from xbox his behavior grows worse ranging from crying to throwing to hitting (sometimes). His language is very vulgar! Another thing is, he treats outsiders (such as friends teachers etc) like family but his actual family like s*** when he feels like it.
He says that he'll change his attitude but he keeps saying it but he never does!

What should I do if this is anger management? Or some kind of mental illness (although I dont think it is?). I really need to know so I can know how to help change his behavior. Please don't be mean.
