is an order to answer your cell phone lawful?

Back story... a superior nco gave me an order to answer my cell phone to commence an ass chewing for something that was taken out of context and having only heard half the story. I told this person I prefered the discussion be conducted face to face since i would see them in one hour and that way nothing could be misunderstood. could i have been charged under the ucmj for not answering it
