Is a wireless card necessary for wireless internet?

I was looking to buy a computer and I was looking at some of Dell's computers and I noticed that several of the ones I looked at did not give you any option of having a wireless card come with it, which I though was odd considering how widespread and essential the internet is. I mean, sure, it'd make sense to charge extra money to have a wireless card installed, but not offering the option of one at all seemed odd to me. So can you use wireless internet without one, or is a wireless card what makes wireless internet possible? If I bought a computer without one, would I be unable to access the internet without plugging in one of those blue cables? If I needed wireless would I have to buy some kind of external wireless thingy that would take up a USB port?
