Is a solution found on the inside or the outside of a cell?

on the inside, are you talking about protoplasm, which is like the cells coat, protects the nucleus.
 
What solution? There are different kinds of solutions both inside and outside a cell (cytoplasm for the former, extracellular fluid for the latter)
