I think you are thinking of the service academies (Annapolis, West Point, etc.). You need a "recommendation" from a member of congress (either a representative or a senator). Those guys don't know you from Adam, so if you are a constituent and don't have a rap sheet, they will probably give you one. Send a resume when you request a recommendation. Better yet, call the official's office and ask what you should provide to support your request.
