Is a hardtail the right bike for me?

I want a bike I can ride to school, about 9 miles there and 9 back, theres a lot of hill and a good amount of dirt I have to travel through to get there, the dirt can be avoided but it makes the ride considerably shorter. I would also like to use the bike for some occasional dirt jumping and trail riding.
Im on a sorta tight budget, so around 450 being my limit
What bikes do you recommend?

A hard tail is exactly what you want. Not only are rear suspensions junk at this price, but they don't suit most peoples riding.

Trek, specialized, kona, giant, gt, cannondale, gary fisher, diamond back, rocky mountain... All the top brands are equally good and brand means little once you get past the department store level bikes, and it comes down only to preference and bias. The two mentioned are great, and I'm a Trek man myself. Your best bet is to go to a real bike shop, where they only sell the good brands, and find one you like.
 
Specialized makes some hard tail Mt bikes in that price range. A bike that you can ride on dirt sounds like a good fit for you.
