Is a half-hour long "opening" too long for a thriller/horror script/film?

It will obviously never leave the drawer I inevitably put it in, but let me know what you think. Does a half-hour long opening (with an introductory character that will - by the time the half-hour is up - be killed off), if written right, have the potential to work given the right circumstances? Or, in your opinion, does it provide too much time for possible connection with the victim? This is just a little script I'm writing for the simple joy of it, so please - let me know your thoughts below.
