Is a electric bike (E-bike) street legal?

That depends on your state law (it is very different from state to state).

But if CONVERTED a regular bicycle (or attached a motor to regular bike), and it goes below 20 mph, most police will NOT bother you.

Many people wants to make them go faster. In reality bicycles are NOT design to go faster than 20 mph. So stick to 20 mph or slower.
