Is a business responsible for a faulty entrance way that is obviously defective?

My grandfather fell while going into a business. He tripped because of the entrance way has a big 3 inch dip from one concrete slab to the next concrete slab. He fell face first and suffer significant and noticable head injuries and facial injuries. Now the business manager, quickly rushed him inside pulled out an incident report, and offered my 70 year old grandfather a free meal, after he signed the incident report. Now , if you were to see pictures of my grandfather's injuries , you would be mad as hell, over this manager, not calling 911 immediately, but running for an incident report and offering my grandfather a free meal. In fact, this 3 inch drop down dip 3 feet under the roof of the business, no doubt has been mentioned to this business by other patrons. In fact, I had even tripped there, but did not fall flat on my face. They allowed my grandfather to leave , dazed and confused , it took him 1 hour to get home, because he had suffered a serious concussion. The business was only 2 miles away from his house. When I called the business looking for him, the business manager told me that he was ok, and had refused medical treatment and so they let him leave. Now my question is how can anyone, looking at the face of a 70 year old man, with a baseball size lump on his forehead and a nice long cut down the center of his nose, and obviously who is dazed and confused leave their business after such a terrible and traumatic fall? On top of that, how do they coax an elderly man into to signing an incident report, which in no doubt has somekind of release of liability of it, with the offer of a free meal? Then when I call back they refused to speak to me, and refused to hand over a copy of the incident report and never called back to check on the condition of my grandfather. Well my grandfather is in the hospital and recovering from his injuries. This is very shrewd and rude of this business manager of this business and one that did not do the right thing.
