Is a bike with 26 inch diameter wheels too big for me?

It depends.

26" wheels isn't enough information to tell you whether a bike will fit you or not since the wheel size has almost nothing to do with the actual size of the bike. Most bikes other than department store models also have frame sizes, this is what you need to look at. For a person your size you'll need something around an 18" or 20" frame- which one will depend on your inseam (crotch to floor) and some other basic body measurements.

The frame size is generally the measurement from the center of the crank (where the pedals are) to the top of the seat tube (where the seat post goes into the frame). When designing the different sizes other frame pieces are adjusted proportionally to make it more comfortable to the rider.

So, to your question. A bike with 26" wheels might be too big, but it might also be too small.
